A paradigm shift is needed in the way that UK defence thinks about unknown and unknowable futures as a result of the characteristics of climate risk. As seen in the Future Operating Environments 2040 and Global Strategic Trends, the UK Ministry of Defence has an understanding of the complexity of future operating environments. Yet, it still defers to a ‘predict and act’ mindset that does not enable effective decision-making in these environments. This leaves decision makers with no clear prescription as to how to apply futures analyses and how to structure decision spaces in circumstances of deep uncertainty. What is the solution for this?
